Youth round worktable (5 May, 2010)

On May 5, 2010 there was held youth round worktable with the participation of youth leaders who represented 12 youth democratic organizations. The following documents are the result of the meeting.


Local councils - a self-proclaimed regime Institute

On April 25, 2010 in Belarus local campaign for the election of deputies to the local councils was held. "Elections- 2010" once again confirmed that the term "elections" itself in Belarus can be used only in a fairly conventional sense. Thus, from the total number of members of the territorial commissions the number of opposition parties was - 0,12%, and the district - 1,4%. Under such conditions of counting votes it was impossible to hope for fair elections, and the polling day did testify that. The main source of falsification was early voting. From 5591264 voters who voted in the local "elections" in advance or at the place of living there voted 2513847 (2067069 and 446748 accordingly), which amounted to - 45% (!) of the total votes. Since the results of even a small monitoring of the counting of votes testified - early voting data differed from the results of the vote on the Election Day several times that might not occur in a free and democratic will of citizens.
For these reasons, we, representatives of democratic youth organizations, declare that we do not recognize the results of the local "elections" and consider local councils to be self-proclaimed by authorities institute of the Belarusian regime.

Memorandum of the Belarusian youth

The results of all election campaigns that took place in Belarus after the presidential elections of 1994 were falsified. Dull evidence of that is the results of the presidential "elections" in 2001 and 2006 and the statements of the "winner" in these "elections," Lukashenka, who declared that the "elections" of 2006 were falsified. This all turns us to the conclusion that in Belarus honest counting of votes is impossible without broad public demand of the upright elections.
Therefore, we, the undersigned representatives of youth democratic organizations, sign the following memorandum of the main requirements to presidential candidates from the democratic movement of Belarus:
Firstly, each politician who has announced his presidential ambitions, since the beginning of his election activities has to encourage the citizens of Belarus not only to come to the polls, but also to come to the main square of Belarus - Kastus Kalinouski Square - to work together towards the truthful election results.
Secondly, each presidential candidate who represents the democratic movement should demand free elections and defend real counting of the votes till the complete victory.
We believe that Lukashenka’s regime will recognize our voices only when the Belarusians confirm their choice at the "square". Therefore, we think that the inclusion of these key points in the election program is essential for each candidate who really wants to make differences in our country.
We also announce that we take responsibility for mobilizing campaign and organizing street protests after the elections.

RESOLUTION
of the round worktable of the youth organizations about the necessity to identify a single candidate from the democratic forces


We, representatives of youth organizations of Belarus,
- feeling responsibility for the fate of Belarus;
- realizing that before the so-called presidential "election" campaign there fewer than six months left;
- realizing that the elections will be held on the usual Lukashenka’s pattern and the results will depend on active operations at the "Square";
- realizing that no liberalization was carried out;
- pointing down that there is still no single candidate from the democratic forces.

declare the following:
- encourage all attempts to identify a single opposition candidate in the presidential election of 2011;
- support the candidate who
1. will take all possible steps to unite with other opposition forces,
2. will declare the illegality of Lukashenka’s participation in the presidential elections and illegitimate regime,
3. will call people in the street protest against the falsification in the elections and will lead it, risking his own freedom and even life.
In case when a candidate who corresponds to these requirements will not be determined in May, youth organizations reserve the right not to support anyone.
